Why is a banner displayed that asks for my consent to the use of cookies?

The GDPR (General Data Protection Regulation) and recent case law require that website providers only use non-essential cookies with the consent of visitors. This consent is usually requested using a banner and can be adjusted at any time in the data protection settings. The banner is always displayed if the consent status is not known (usually on the first visit) or is no longer known (after cookies have been deleted or have expired, for example).
